塑毒之後, 我發現 我們美商半導體 要求 supplier 作 ts16949 是 有必要的. ts16949 跟 採購 相關 的 chapter, 我們會要求 supplier 作 ts16949, ex, 下單 給umc, 我們去 作 audit 時就用 ts16949 條文 audit, 當然 iso 是 比較簡單, 但 ts16949 包含更多, 更實際用於 supplier 的 管理, 不然 我們 怎能 抓到 apple, sony. ....

order.  在 customer contract 或 purchase order 要有 “售後服務“ 的 條款, 因為 ic 是 很精密的, 必須 與 客戶( 我們) 交代 如 smt 與 reflow 的溫度, 萬ㄧ 有 bug, 客戶 也可獲得 適當 的 serive, 賣ic 不是 賣水餃, 賣wafer 不是 賣pizza, 必須 是 賣的人 要教會 買的人, 品質不好, 不是 “拉ㄧ拉" 就了事.

7.4.1  Purchasing process 

The organization shall ensure that purchased product conforms to specified purchase requirements. The type and 

extent of control applied to the supplier and the purchased product shall be dependent upon the effect of the 

purchased product on subsequent product realization or the final product. 供應商 必須確認 貨品是符合 特定採購的要求, 此範疇是 考慮到客戶( 我們）最終產品, 就如, 若 我們已經跟供應商 說 我們的 奶粉是 嬰兒奶粉, 則供應商 必需將 生乳中 有毒物質的標準要更嚴格, 又如 我們是 ic, 則半導體廠用的化學品就應該用 vlsi等級的. 

The organization shall evaluate and select suppliers based on their ability to supply products in accordance with the 

organization’s requirements. Criteria for selection, evaluation, and re-evaluation shall be established. Records of the 

results of evaluations and any necessary actions arising from the evaluation shall be maintained (see 4.2.4), 供應商也

要求下游的供應商達到 最終產品的品質, 這樣 統一就不會 買到 含有塑化劑的原料, 統ㄧ也要 跟 原料供應商 說 這最終產品是 " 寶健" 不是 “藍白拖" 這兩樣東西 在 seven 都賣的好! 

NOTE 1 Purchased products above include all products and services that affect customer requirements such as sub- 

assembly, sequencing, sorting, rework and calibration services. 任何 會影響 後續 封裝, 分beam, 重工 , 量測與 校正 都要考慮, 如 wafer 出貨 的包裝, 是否有真空盒, 或要 送去 以色列 作 wafer probing, 或 送去矽格 作 wafer probing, 這都要考慮進去, 

NOTE 2 When there are mergers, acquisitions or affiliations associated with suppliers, the organization should verify the 

continuity of the supplier’s quality management system and its effectiveness.  若供應商 有被併購或併別家, 都要將影響考慮, 如 umc 與 和艦.
